House Resolution 4247 proposes removing Arizona, Nevada, Idaho and Montana from the Ninth Circuit and moving them to a new 12th Circuit Court. Renzi favors the legislation because he feels the opinions of the majority of residents in these four states are not represented fairly.
The Ninth Circuit includes California, Oregon, Washington, Arizona, Montana, Idaho, Nevada, Alaska, Hawaii, Guam and the Northern Mariana Islands. More than 57 million people are represented by the circuit court in these states.

"For too long Arizonans have been held hostage by activist judges out of San Francisco, who have ruled consistently against ranchers, farmers, miners and our timber industry," Renzi said. "The Ninth Circuit Court is out of touch with the traditional Western values that still hold true in our communities, and the scales of justice must be balanced."
One of the recently notable cases to come out of the Ninth Circuit is Elk Grove United School District v. Newdow. The Ninth Circuit's decision in this case to remove the words "under God" from the Pledge of Allegiance is currently under review by the United States Supreme Court.
"This Ninth Circuit Court has obstructed the removal of hazardous fuels from our forests, interfered in our ability to properly manage our local grazing lands and ruled against the phrase 'under God' in the Pledge of Allegiance," Renzi said.
Porter said, "For far too long the Ninth Circuit has not been representative of the region in which it serves. By breaking up the courts into two additional circuits, our appellate court system will become more efficient in administering justice."
Renzi said Arizonans will be better served under the jurisdiction of the Twelfth Circuit to defend family values and core beliefs.
"Breaking up the Ninth Circuit will give Arizona a greater voice in the judicial process, allowing for improved administrative procedures and the equal application of justice," he said.

In literature there are many scientific indications that the preparation of the sacred liquid (Haoma),could not contain a Hallucinogen-Entheogen drug (cf publications of Harry Falk, Jan Houben, Frits Staal and the late Mary Boyce).
As a plant-physiologist and toxicologian, I did some study about the preparation of Parahom (as described in Avesta). From the scientic point of view it is impossible that the sacred drink is hallucinogen.
I do not understand the arguments of the Pima's Church of Cognizance.
