Too many dogs are running loose; owners don’t seem to care

Editor:

As a local school bus driver and as a concerned citizen, I am increasingly concerned about the number of dogs running loose in the community. On Friday, Sept. 5, I counted four big dogs, three of them running in a pack near the Safford Middle School, in less than an hour.

In light of the recent dog shooting, I would think dog lovers would be more concerned about their beloved dogs running loose, but even more important is the concern that sooner or later we are going to have a child or an elderly adult mauled or even killed by one of the many dogs running loose. If such an event should occur, would the city of Safford as well as the dog's owner find themselves in still another lawsuit?

I see dogs running throughout the county every day, and other bus drivers likely see as many as I do. Oftentimes, these dogs are lying dead in the street after being hit by traffic, which could also cause an accident.

I would venture to guess there are hundreds of dogs running loose at any given time. As we experience more growth, I suspect the problem is going to only get worse unless we have more animal control. Will we wait until a tragedy occurs before our local officials and animal lovers take the necessary action?

I have personally been bitten by one dog and attacked by the same dog several months later, and as I walk back and forth to work each day, I see at least one to two dogs every morning, usually very early. It almost appears that the owners or dogs know there is no enforcement in the early morning hours so that is the time they roam. Perhaps it is time to have an officer who will be on the streets at the same time the dogs are.

How about some input from the public on this topic?

" Whoever "owned" the beautiful little approx 5-mos old American Pit Bull pup (male) with the spiked collar isn't getting it back. I picked it up Friday night along 70 just east of town...hit by a car driven by some human animal and left for dead. Pretty high vet bill, but he's slowly recovering. And he's mine now. Anyone not responsible enough to properly care for a pet should not be allowed to have one. "

" Animal control is doing what they can. But as was stated there isn't enough man power in animal control to maintain all the dogs running loose.

Instead of complaining about it, why not set up a neighborhood meeting to make an action plan about it.

It does no good to complain if you don't want to do anything about it. "

" I have a problem with the animal control department. It seems to me that the wrong dogs always get picked up. There are about 10 dogs on my street EVERYDAY that are out harrasing children and bike riders and come in and use our yards for bathrooms and those dogs NEVER get picked up. Its the dogs who happen to get out once that get picked up. I have 3 dogs, two outside and 1 inside. They never get out but im sure if one did they would be picked up right away! Its not right! The other dogs gofree! "

" RE: Liz of Oct 7th. What would you propose as a solution to this problem. Or is there a solution? Or is there even a problem. Today I counted two dead dogs lying in the highway south of town. And each day I continue to see one or two or more dogs running loose on community streets.

How do we "hold the owners responsible" or shall we just let the situation detereoriate until someone is seriously injured or killed. Will the comunities ( TAXPAYERS ) involved be liable if the problem isn't dealt with?

    Just concerned!

" You are correct, but the Humane officers are overloaded now! They all work hard to enforce our laws. The problem: someone gets a 'darling' puppy, then doesn't take care of it!Soon it grows up, becoming a nuisance and a hazard. Dogs running loose are not the responsiblity of the Animal Shelter officers, they are the responsiblity of owners. In these
tough times, people abandon pets, too. "

" Proposal, that's a great idea! I would agree with the dog owners receiving a fine, and after 3 times the dog being placed for adoption or other alternatives.

Perspective, you sound hateful, and like you have a personal vendetta out for Safford Dept. Heads. Perhaps, you would be willing to part with some of your wages toward Animal Control. This ISN'T just a Safford Problem.

You shouldn't exacerbate this problem with more contention, but with actual viable solutions. "

" Instead of cutting people's salary, why don't they charge more for owners to get their dog out of the pound. Or give an expensive fine to the owner. They could also say that after so many times of picking up the dog it must go up for adoption. On that point, we need to make pet adoption more publicised to everyone. "

" As for the City Dogs there are usualy two to three hanging around just south of the middle school on 7th AV about 7:10 to 7:15 so the city animal control officer could be there around that time and maybe catch them. Or he could just put a trap there in the vicinity and catch them that way perhaps. Just a thought!. "

I would be glad to show the County Animal control officer where they hang out there if it is helpful.

RE: perspective or B.B. You are correct on the Perspectives issue. "Life is a perception" but I will bet that the perception will change when someone here in the county of Graham is attacked and mauled by one of the dogs running loose.

" There are a lot of problems with the county animal control. I've heard about theft and fraud by the employees for a long time. Apparently, some of them are stealing supplies and equipment for their own use and for profit--at tax-payers' and donators' expense. The losses add up to thousands of dollars a year. Tax-payers should request a proper investigation. And donators should pick animal shelters elsewhere to donate to. "

You could cut 4 department heads gross salaries and raise $100,000 to $120,000. That could be put to Animal Control. Howe about it City Council? Do we need overpaid department heads or better Animal Control? "

Animal control has been out here to that house countless times and they might as well be spitting in the wind....thats how much they have accomplished.

Animal cruelty and neglect are hallmarks of many dog owners in Graham County. Its almost third-world out there where animal care is concerned. "

As for Safford's animal control? One under-paid guy and a truck.

Take some of the police chief's excessive salary and some from mr howe and hire another animal control officer! You could trim $24,000 from both those jobs and still be overpaying those department heads! "

" From what I understand, also is that the animal control has "bankers hours" (something like 8am to 5pm) and is not on at night or the weekends. Is this true? If so, this should also be a huge concern. Not all animal control problems can be handled appropriatley within these hours...As far as I'm concerned, the animal control efforts in the county are a joke, and the county government doesn't seem to take any concern to this growing issue. Furthermore, any persons that own animals have to start taking responsibility for them! "

" I can agree with you on this totally! I have seen many dogs run loose consistently in the city as well as the county. I have many neighbors who let their dogs run loose nonstop. I have had other dogs jump my fence to come in my yard and have scared my children. I own dogs myself, and am very vigilant about keeping them in. My neighbors, however, do not have fenced yards or do not keep their gates closed and do not seem to mind their pets wandering, at least until animal control does happent to show up. "
