Residential development slows in Graham County

In December 2006, construction was in progress at the Dos Pobres copper mine north of Safford, and the Graham County Planning and Zoning Department was scrambling to keep up with residential subdivision requests.

A year later, production started at the mine and all seemed well until copper prices began a downward spiral this year. The low copper prices prompted mine owner Freeport-McMoRan to discontinue the jobs of 59 employees and several contractors at Dos Probres and 402 Freeport employees at the Morenci mine.

Plans for the residential subdivisions also changed, said Will Wright, director the Graham County Planning and Zoning Department.

“It goes up and down,” Wright said of the need for residential housing. “As far as our meetings with people for subdivisions, they have gone way down.”

Before plans for the copper mine were announced in 2005, there had not been any new subdivisions in Graham County for many years, Wright said. Just like the infamous “boom and bust” of the mining industry, the housing starts burst onto the scene in rural southeast Arizona, and, at least for now, some of the subdivision plans have been scaled back.

“We don’t see anything (new) on the horizon,” Wright said.

The status of pending development in Graham County follows:

• Fred Webb Park, 92 lots planned; final plat approved, lots 1 through 50 complete.

• Plateau Phase II, 18 lots approved; infrastructure complete.

• Pinaleño Trails Estates, 65 lots planned; final plat approved for 20 lots, construction expected to start soon.

• Copper Hills, final plat for 11 lots approved; development delayed.

• Elmer Estates, final plat for 29 lots approved; infrastructure completed.

• Lancelot, final plat approved for 20 lots; development delayed.

• Graham View Estates, final plat approved for 92 lots; development delayed.

• Spear Ranch, preliminary plat approved for A-1, 25 lots, and A-3, 29 lots; final plat submittals delayed.

• Cottonwood Ranch, preliminary plat approved for 257 lots, final plat approved for lots 1-75; construction delayed.

• Tanglewood Ranch, zone change approved for 256 lots; no plats submitted.

• Sierra Del Sol, 6,432 residential and commercial lots proposed; master plan with special development zoning and development agreement approved for Phase 1, 770 lots.

• Riverview Development, 19 commercial lots; development plan approved for six lots in Phase I.

• Barney 80, preliminary plat approved for 261 lots; preliminary plat submitted, no final plat submitted.

According to the Planning and Zoning Department, several proposed developments were annexed into one of Graham’s incorporated communities or are slated to be annexed. Those include the following:

• Mountain View RV and Resort, 261 RV spaces; to be annexed into Safford.

• Alder Heights Phase 1 and Phase 2, annexed into Pima.

• Orchard Park, annexed into Pima.

• Montana Vista Estates, annexed into Safford.

    " Economic Diversification was strongly suggested to the BOS on at least 4 occasions in the past three years.

    Each time they claimed they just didn't have it in the budget. So now, they have NO budget!

    What can you expect from Palmer, John and Herrington?? They maintained the status quo with a County Manager who is semi-retired and doesn't want more work. "

Safford needs a manufacting base, like building solar panels or computer chips, then perhaps half the town won't close down when the price of copper drops.
