Safford Police issues Level 3 Sex Offender Notification

The Safford Police Department has re-leased information pursuant to A.R.S. 13-3825, the Community Notification on Sex Offenders Law, which requires law enforcement agencies to inform the public when an offender will be living in the area, for public safety and protection.

Offenders are categorized in three levels. Level One (low risk to the community) re-quires no community notification. Level Two (intermediate risk) requires possible community notification. Level Three (high risk) mandates community notification.

Cecil Terry Massey is a Level 3 sex offender. His current age is 59. He has blue eyes and blond hair. He is 6 feet tall and weighs 195 pounds.

At age 44, Massey was convicted by Pima County Superior Court for molestation of child/sexual abuse and indecent exposure. He has served the sentence imposed by the courts and has advised the Safford Police Department that he will be living at 514 W. Second Street, Apt. B, in Safford. He is not wanted by the Safford Police Depart-ment or any other law enforcement agency at this time.

This notification is not intended to increase fear; rather, it is the department’s belief that an informed community is a safer community. Citizens’ abuse of this information to threaten, intimidate or harass sex offenders will not be tolerated.
