Safford, county issue Level 2 sex offender alerts

The Safford Police Department has released the following information pursuant to ARS 13-3825, the Community Notification on Sex Offenders Law.

Ronda Lynn Wells, 36, has advised the Safford Police that she will be living at 316 S. Fifth Avenue in Safford. She is 5 feet, 3 inches tall, weighs 150 pounds, has brown hair and brown eyes. On Sept. 21, 1998, the Graham County Superior Court convicted Wells of sexual misconduct with a minor. The victim was a female under the age of 14.

Wells is not wanted by the Safford Police or any other law enforcement agency at this time. She is on probation.

Questions regarding current criminal activity on this offender may be directed to 432-4100; for emergencies, dial 9-1-1.

The county has also issued a notification of Level 2 sex offender.

Michael Richardson, 38, was convicted at the age of 22 by the Graham County Superior Court of sexual assault. The victim was a 15-year-old female neighbor. Richardson is a Level 2 offender. He now resides at 6074 S. Lebanon Loop Road in Safford. He is Caucasian, 5 feet, 10 inches tall, weighs 185 pounds, has brown hair and blue eyes. He drives a 1986 Chrysler. He is not wanted by any law enforcement agency at this time.

The Graham County Sheriff’s Office has no legal authority to direct where a sex offender may or may not live. Unless court-ordered restrictions exist, this offender is constitutionally free to live wherever he chooses.

These notifications are not intended to increase public fear; rather it is to inform the community of a sex offender living in the city and to comply with ARS 13-3825.

Community notification is a sex offender law designed to make our community an informed and safer community. Citizens who use this information to threaten, intimidate, harass or cause any harm to this person will not be tolerated and are subject to charges being filed for violating the law.

Anyone having information regarding current criminal activity involving Richardson should call 428-3141. For questions call 428-CRIME and leave a message.

    " According to this city-data.c, in 2007 there were 10 registered sex offenders in Safford, 1 in Thatcher, 2 in Pima, 6 in Duncan, 2 in San Carlos. For a grand total of 21. I didn't get any for 2008, but to answer your questions, wondering, no, it has nothing to do with prisons located nearby. "
