The course is owned by the city and has been managed by local Professional Golf Association golf pro Burt Watkins for 28 years.
Recently, City Manager David Kincaid sent out a request for proposals to manage the golf course and received answers from three groups or individuals, Watkins, Michael Wright of Gilbert and Meadowbrook Golf based in Florida.
Mayor Ron Green told the Courier the request for proposals was necessary according to the law. He said Watkins' contract ends this year and, because there is not a renewal clause, the city has to send out the request.
"It's basically a closed-ended contract," Green said.
Frank Corona, the president of the Mt. Graham Men’s Golf Association, said the members believe Mayor Green is trying to force Watkins out so a relative of the mayor can manage the course. Members of both associations be-lieve Mayor Green is attempting to circumvent being accused of nepotism by having Wright submit a proposal.
They say the mayor's plan is to then have Wright, who allegedly is a family friend of Green's brother Phil, insert Green's nephew as the manager of the course.
Wright is the director of instruction at Super-stition Springs Golf Club in Mesa and was named the president of the Southwest Section PGA in June, according to the Arizona Golf newspaper.
Phil Green is the president of OB Sports and is a past president and vice president of the Southwest Section PGA.
Meadowbrook Golf is a golf management company based in Florida that manages courses in several states and has a presence in 22 states. It also has its own golf maintenance and maintenance supply companies.
Corona believes their knowledge of the connection between Wright and the mayor is the reason Green and Kincaid have not allowed the golfers to speak about the situation. They believe Wright will not manage the course himself but instead place Green's nephew, who allegedly just graduated from PGA school, in charge.
"We got put on the agenda twice, and both times Ron Green and David Kincaid took us off," he said.
Green told the Courier he hadn't seen any of the proposals and it would be preliminary for him to discuss them.
"I haven't seen any of the proposals; I don't know what's in any of the proposals, so I absolutely don't have any comment on them," Green said.
Golfers packed the council's meeting room Monday but were not able to have a two-way discussion with the council due to an agenda item snafu. Councilor Danny Smith requested the item be put on the agenda but apparently accidently filled out the form for items to be considered for possible future agendas.
"We have two different forms, apparently," Smith said. "I asked for a form to put it on the agenda, (and) I got the future council agenda form."
Smith said he felt because he wrote and circled the date he wanted the item to be on the agenda and discussed it with Green and Kincaid, they would realize what he intended.
The council later scheduled the Mt. Graham Golf Association to be placed on the its Nov. 9 agenda.
Golf association members told the Courier they don't have a problem with the city’s sending out the request for proposals, but they want the process to be a fair one and not biased to relatives of the mayor. One of their requests was to have a couple of members serve on the committee that is to review the proposals.
Kincaid told the Courier the proposals will be reviewed by two members of the PGA who will then write comments and give suggestions as to how to proceed. Members of the golf association believe that review will be biased because it will be performed by Southwest Section PGA golfers who will be reviewing a proposal from the president (Wright) of the Southwest Section PGA.
The comments from the review and the proposals will be discussed by a committee made up of city staff, according to Kincaid. He and other staff members will then hold interviews with the three groups and ultimately give their recommendation to the City Council.
Corona told the Courier that Kincaid recently told the golf association that members would be chosen to sit on the committee, but that does not seem to be the case.
"He's being a snake about it," Corona said.

The Mt. Graham Golf Course is an average course overall. It is not a country club quality course physically. IT is a blue collar small town course. Don't make it out to be the equal to those in the Phoenix or Tucson etc. areas. But it is the only game in town. It provides snowbirds an ideal walking course as well as a feeling of togetherness and friendship. Burt has helped create this. "

Having said that, I am glad that the city is opeing up the management opportunity. Everytime that I have been to the club I only see the current pro sitting at the bar watching t.v. and enjoying a drink with his buddies. Isnt the pro supposed to be giving lesson, having golf schools, etc? What happened to turf grass management? The course is in the worst shape I have ever seen it in and doesnt appear to be getting better. "

Boss Hogg and his cronies were always trying to pull off some wacko scheme to their advantage.
I think I recall an episode when Boss Hogg had a nephew who needed a job at the local golf course---so he and his henchmen phonied up a "job bidding requirement" to get the lad his job---at the expense of the existing golf pro.
It was pretty funny on the TV show---not so funny to be living it! "

Burt is on the job every day, and his "constituents" like him enough to stand up for him when they perceive he is being treated unfairly. That says something about the job he is doing. This is no proper reward for faithful service. "

Why haven't they gone to a "tiered" system that would charge non-city residents a little more than city residents?
